He added that he expects Tower to apply for a permit for a different type of building in the coming months.
In his search for the financial aid that Recombinetics needs to move to Elk Run, Fahrenkrug has approached or plans to approach electricity utility Great River Energy, the city of Pine Island, Rochester Area Economic Development and the Southern Minnesota Initiative Foundation, among others.

Pine Island is also working to meet another deadline: a requirement by the state to have 20 biobusiness jobs at Elk Run by the end of the year. Pine Island could be on the hook for $3.65 million if 182 biobusiness jobs aren?t created at Elk Run by the end of 2019; the jobs goals with the state are part of an agreement around the creation of a Highway 52 interchange at the site.
Tower in November gave Pine Island officials extra assurances by saying the city can keep 50 to 60 acres next to the interchange until Elk Run reaches 20 biobusiness jobs. Pine Island and the Minnesota Department of Transportation had previously agreed to turn over 50 to 60 acres left over from the 270 acres Tower donated for the road project.
The land is next to the interchange and would likely fetch Pine Island a premium price of $20,000 to $40,000 per acre if the city had to sell it to recoup losses, Algadi said. At that rate, Pine Island could make $1 million to $2.4 million.
MnDOT plans to mostly finish the $45 million interchange project this year, with Shafer Contracting building a frontage road to the Elk Run site.

A study published online February 2 in PLoS Computational Biology offers a way to discern when a complex system such as a fishery may be teetering towards collapse. The new work uses mathematical indicators to help researchers understand systems when there?s not enough data to build the kind of complex supercomputer simulations that are typically used to study things like climate change. And other recent studies have turned up even more mathematical red flags that a system is approaching a point of no return.
?At one end, there?s the brute force approach,? says study coauthor Steven Lade of the Max Planck Institute for the Physics of Complex Systems in Dresden, Germany. ?You make a very detailed model of the system, try and add everything that?s going on, and run it into the future.?
But scientists often don?t know enough of the details to make such simulations accurate. ?The more specific you can be, the better, but you shouldn?t be specific about the things you don?t know about,? says Marten Scheffer of Wageningen University in the Netherlands.
The latest work makes use of generic signals that a system might be going awry but also allows for any specific information that may be available. Lade and his Max Planck colleague Thilo Gross start with that known information, such as the year-end catch numbers for a particular fish and what that species eats. Surprisingly, when even less data is available than the scant amount used in the new work, there are some simple mathematical clues that can provide a red alert that an abrupt shift is coming, be it in a tangle of brain cells or an entire ecosystem.
?In complex systems it?s really hard to predict anything,? says Scheffer. ?But the fascinating thing is there are universal mathematical principles that should hold.? Much of this theory has been around for decades, Scheffer says, but no one knew whether the math would work for predicting major transitions in real systems. Now experimental data is starting to come in ?mostly from the realm of ecology ? and it suggests that predicting the future may soon be more about science than soothsaying.
In the Jan. 29 Nature, for example, a team led by Scheffer reported success using one mathematical test of an approaching tipping point. Theory says that when a shift is coming, a system exhibits what scientists call a critical slowing down. Normally, a really stable system quickly recovers after being perturbed. But when everything is about to come unglued, the recovery time from even a small perturbation becomes slower and slower.
Whether you?re looking at a timescale of years or centuries for a climate system, or at the scale of milliseconds in the brainwaves of someone about to have an epileptic seizure, this slowing down of recovery time appears to be an important signal that some serious action is about to go down.
Scheffer and his colleagues tested this idea by growing cyanobacteria in flasks. Under nice, stable conditions, these aquatic microbes provide shade for each other ? shifting around so each gets enough light to grow, but not so much that they?re scorched to death. But when the light gets too intense, some of the cyanobacteria die. This leads to even less shade, so more of the microbes are killed and the system crashes. The researchers meddled with growing microbes, removing about 10 percent of the critters from the culture every four or five days. For a few weeks, the populations didn?t seem to mind. But the signature warning sign was there, Scheffer and his team reported. The critters were slower and slower to bounce back, and suddenly they crashed and literally burned.
In addition to watching for slowing systems like the bacteria, researchers can also look for signs that a system gets jittery when a shift is coming. By looking for variance ? how much a set of measurements of a particular variable deviates from its average ? researchers may see impending upheaval.
Researchers led by Stephen Carpenter of the University of Wisconsin?Madison recently experimentally tested the variance signal by adding more and more largemouth bass to a lake over a three-year period. The researchers took measurements of the light spectra of chlorophyll in the lake every five minutes (and in a control lake where they were not adding fish). Fifteen months before the food web of the whole lake shifted, the variance signal appeared in the chlorophyll measurements, Carpenter and his colleagues reported in Science last May.

ScienceDaily (Feb. 8, 2012) ? When low-income cohabiting couples with children decide to no longer live together, that doesn't necessarily mean the end of their romantic relationship. A new study suggests that about one in four of these couples who split their households still maintain some type of romantic relationship.
"When people have studied the end of cohabiting relationships, they have generally assumed that it would end in marriage or end in a permanent breakup," said Claire Kamp Dush, author of the study and assistant professor of human development and family science at Ohio State University.
"But there seems to be a significant proportion who no longer live together, but aren't completely giving up on being a couple."
That continued relationship could be beneficial for their children, Kamp Dush said.
"Children whose parents are still romantically involved are going to see the parent they don't live with more often, and that's generally good," she said.
"Research has shown that father involvement is beneficial for children, and that involvement is one benefit we could see if couples continue a romantic relationship even after they stop living together."
In the new study, published recently in the journal Family Relations, Kamp Dush examined factors that are related to couples maintaining their relationship after moving apart.
Data from this research project came from the Fragile Families and Child Wellbeing Study, which examined low-income unwed mothers and fathers who had children in the United States between 1998 and 2000.
Kamp Dush's work included 1,624 mothers who were cohabiting at the birth of their child. The mothers were followed for five years after the birth.
About 46 percent the sample split their households within three years, and 64 percent did so within five years. Of those who moved apart, 75 percent ended their romantic relationship.
About three-quarters of these black mothers no longer lived with their partner after five years, compared to 52 percent of Hispanic mothers and 57 percent of white and other-race mothers.
These black mothers were also significantly more likely than Hispanic and white mothers to continue a romantic relationship after moving away from their partner.
Kamp Dush found that couples who stayed connected after moving apart tended to have two factors going for them: they had more relationship "investments" with each other and had less family chaos.
Relationship investments included things like pooling money, having a joint checking account or credit card, or having a second baby together.
"These investments help bring couples together and make it less likely that they will totally separate," she said.
"But if you have a lot of family chaos -- things like inflexible job arrangements, child care problems and constant moving -- it is harder to create and maintain family routines and time together, and hence cohabiting parents are more likely to permanently separate."
The study found that each additional indicator of family chaos increased the odds of a couple breaking up by 22 percent.
"There are clear disadvantages to the simultaneous end of living together and a romantic relationship, particularly when children are involved," Kamp Dush said.
"The negative effects of divorce for children are clearly documented and cohabitation dissolution likely has similar impacts on children when it ends in breakup."
From a policy perspective, Kamp Dush said the results point to the importance of providing good and flexible jobs and quality child care to low-income parents in order to help them stay together.
"If a mother can't change her work schedule to deal with sick kids or other issues, it just adds to the chaos of their family life. And more chaos means it is less likely they will stay romantically connected to their partners," she said.
The study was supported by funding from the National Institute of Child Health and Human Development.

The association says it needs ice six inches (15 centimeters) thick over the entire track before they can give the green light for the thousands of skaters to start the race before dawn. In some places along the route it was only three inches (8 centimeters). Wieling did not entirely rule out the possibility that the race could still be staged this year.
With sub-zero temperatures gripping the Netherlands for more than a week, race organizers mobilized a small army of volunteers to help prepare frozen waterways for the tour.
Skating fans drove from as far away as Amsterdam 120 miles (80 kilometers) to the south to help scrape away snow that was hindering ice growth by acting as an insulating blanket. Earlier Wednesday, a group of 50 soldiers in camouflage fatigues shoveled snow along a possible alternative route in case ice on part of the traditional track was too weak.
"We want to do our bit for this national party," Gen. Hans van der Louw told national broadcaster NOS. To no avail.

NEW YORK (CNNMoney) ? Mitt Romney?s five sons ? Matt, Tagg, Craig, Ben and Josh ? are sitting pretty with a trust fund worth $100 million.

Romney and his wife Ann have been giving to the boys since 1995, and, according to a spokesperson for the Romney campaign, all of their contributions have been below gift-tax contribution limits.
The limit for a couple in 1995 was $20,000 and has since grown to $26,000. In addition, there?s a ?lifetime gift-tax exclusion? for all the boys that totaled $1.2 million back in 1995 and has since grown to $10 million.

?You?ve got people who are paid $1 million a year to work 3,000 hours just to figure out ways to transfer money from older generations to younger generations, and Romney has the money to hire the best of the best,? said Bergman.
As the co-founder of private equity firm Bain Capital, which he left in 1999, Romney has received compensation in the form of ?carried interest?, the share of investment profits that is paid to private equity fund managers. And if Romney transferred this interest to make payments to his kids? trust, he could have received big valuation discounts of up to 40% or more. So if Romney transferred interests in Bain Capital with a net asset value of, say, $14,000, he could have reported the fair market value as only $10,000, below the gift-tax exemption in 1995.
The Romneys could also have loaned money to the trust. While interest on the loans will vary, if the trust uses the loan proceeds to make high-growth investments, it can have more than enough money to pay back the loan.
Another way he could have added money to the trust would have been through a charitable lead trust, which would make a fixed payment to a charity for a specific period of time. Once that term ends, any remaining interest gained while in the trust can flow into the trust for his kids gift-tax-free.
The Romneys could have also set up a Grantor Retained Annuity Trust. When these trusts expire, the beneficiary receives the interest earned on the assets tax-free. They could have transferred a portion of the appreciation of assets into his kids? trust with little or no gift tax.
In the end, it was likely a combination of having a top-tier tax planner who knew exactly how to work the tax code for Romney?s benefit that boosted the trust from a couple million dollars to $100 million in 17 years.
?This is an example of someone who has been very sophisticated and effective in working within the tax code to accomplish his goals,? said Darell Krasnoff, managing director at Bel Air Investment Advisors. ?But it?s not just smart planning. Unless you had a very dramatic rate of return to begin with, you would never get this kind of growth.?
As for paying income taxes on that great growth, Romney is footing the bill. According to his tax forms, the trust is set up as an ?intentionally defective grantor trust,? which means the senior generation pays income tax on the trust each year, but they don?t pay the estate tax. That means the sons won?t have to pay a dime on the trust?s earnings until the assets are distributed or the Romneys pass away.
?Say he was paying a million dollars in income tax on behalf of the trust ? that?s like another million dollar gift to the trust because it?s money the trust doesn?t have to pay,? said Bergman. ?
