A new book claims that if President Barack Obama is re-elected in November, he?d take his Solyndra-esque ?green? agenda several steps further with many new ?progressive? policies ? including a ?massive ?green? stimulus.?
In ?Fool Me Twice,? which will be released on Aug. 7, WorldNetDaily?s Aaron Klein and Brenda J. Elliott lay out a vision of what Obama?s second-term agenda would look like ? and The Daily Caller has gotten an exclusive look at the plans Klein and Elliott say Obama would have for his ?green? agenda.
Specifically, Klein and Elliott write that Obama would establish a ?green bank? and try to ??green? the Pentagon, even as America?s true defense capabilities are radically diminished,? all while launching a ?giant international spread-the-wealth scheme, with Uncle Sam paying penalties to the developing world for our ?climate crimes,? based on the questionable ?science? behind global warming.?
The authors also say Obama will implement a ?new massive ?green? stimulus,? the consequences of the failures surround Obama?s 2009 stimulus ? and the crony capitalism behind loan guarantees like Solyndra ? be damned.
Klein and Elliott add that ?integral to the progressives? green agenda is the ?shutting up? of conservative opposition to bogus ?climate science,? its corrupt cronyism and financially unsustainable green industries.?
?This includes revived proposals for using the Federal Communications Commission to shut down conservative talk radio critics of the green (and greed) agenda,? the authors write.
The way Klein and Elliott deduce Obama?s upcoming green agenda is from a series of organizations connected directly to the president?s policymaking. ?An organization that calls itself the Presidential Climate Action Project, or PCAP, has been working with the Obama administration since day one to help craft and implement White House environmental policy,? they wrote.
?If Obama is reelected, progressive plans backed up by proposed legislation aim for an immediate and massive increase in federal funding for domestic ?green? projects,? they added. ?A seminal November 2010 report by the de facto policy nerve center of the Obama White House, the Center for American Progress, titled ?Cutting the Cost of Clean Energy 1.0,? recommends a de facto federal ?green bank? for the sole purpose of loaning or granting public funds to so-called clean energy companies.?
Klein and Elliott point out that the Center for American Progress (CAP) report calls for the establishment of an ?Energy Independence Trust,? that would ?borrow from the federal treasury to provide low-cost financing to private-sector investments in clean energy.?
The authors then highlight how President Obama used his most recent State of the Union address ? the last one before the upcoming November election ? to call for ?exactly? what far left wing advocates at CAP have been demanding for a ?full fourteen months.?
That?s because ?the direct links between the seven authors of CAP?s Energy Trust report and the Obama administration leave little to the imagination about how the progressive think tank?s recommendations become Obama?s policies.?
Temporarily hosting an NFL team at the Rose Bowl could bring in millions of dollars but would distract officials from putting into place a long-term plan to boost revenues from the stadium and adjacent golf course, according to a new report.
The Urban Land Institute, a research group specializing in responsible land use, conducted a study of the Central Arroyo Seco complex and delivered its report to the Pasadena City Council in June. Last week, the council forwarded the report to its Economic Development and Technology Committee for review.
The institute made suggestions ranging from creating a new conservancy to oversee the Rose Bowl and Brookside Golf Club operations to launching a visitors' program that would include Rose Bowl tours.
As for hosting an NFL team?
?The panel recommends that the city not be swayed by the offer to temporarily host the National Football League,? the report states. ?Such an effort would be detrimental to the ultimate goal of making the Central Arroyo Seco a sustainable part of the Pasadena community.?
City officials have been exploring the possibility of temporarily hosting a football team at the Rose Bowl while a permanent new NFL stadium is built in downtown Los Angeles or the city of Industry. Next month, Pasadena is expected to complete a study of the traffic, noise and economic impacts of hosting a team for up to three years.
Rose Bowl Operating Co. officials have said the earliest a team would play in Pasadena is the fall of 2013.
Meanwhile, the 90-year-old stadium is undergoing a $177-million renovation project, which faces a funding gap of $37.6 million.
Institute representatives interviewed 30 stakeholders, including city officials, representatives of neighborhood associations and business groups.

SPRINGFIELD, Ill. (AP) ? An email from an Illinois Department of Corrections administrator ordered wardens at 10 prisons to conduct "mass shakedowns" of staff as they left work last week.
The July 19 memo obtained by The Associated Press is from Ty Bates, the department's southern region deputy director. It was sent on the same day that a dozen workers testified at the state Capitol during a hearing on prison overcrowding and understaffing.
The department had no immediate comment Monday on the newly obtained email. The agency had previously denied any retaliation for workers speaking out but didn't comment on whether the searches were a coordinated effort.
Employees and their union told the AP that prison guards and others went through unusual end-of-shift pat downs for illegal materials at facilities around the state.

windows live messenger will not sign in automatically

Windows Live Messenger will not sign in automatically. When I get the computer booted up, live messenger icon is on the taskbar, but I have to click on it many times and finally I get the screen to sign in... This is a windows 7 64 bit professional computer.
Hope someone knows the answer to this. Thanks

Have you tried unistalling WLM, rebooting/restarting the machine. Then reinstalling the latest version of WLM. I know some inline updates have been known to break certain features the app now and then.

Three NASA satellites reveal unprecedented melting over four days over a widespread area in Greenland.

Measurements from three satellites showed that on July 8 (right) about 40 percent of the ice sheet had undergone thawing at or near the surface. In just a few days (July 12), an estimated 97 percent of the ice sheet surface had thawed. The areas classified as ?probable melt? (light pink) correspond to those sites where at least one satellite detected surface melting. The areas classified as ?melt? (dark pink) correspond to sites where two or three satellites detected surface melting.

Caught on tape video shows a massive ice wave heading toward tourists in a boat off the coast of Greenland.
Even Greenland's coldest place showed melting. Records show that last happened in 1889 and occurs about once every 150 years.
NASA says three satellites saw what it calls unprecedented melting over four days beginning July 8. Most of the thick ice remains. But what was unusual was that the melting occurred over a widespread area.
NASA says the melting area went from 40 percent of the ice sheet to 97 percent. Until now, the most extensive melt seen by satellites in the past 30 years was about 55 percent.
Scientists cannot say yet if the melting is from global warming or natural.
It?s not very often that a safety is a Top 10 draft pick these days. But when one does come off the board that early, it?s safe to assume that there?s a good reason for it.
The case is no different for Tampa Bay Buccaneers strong safety Mark Barron, the No. 7 overall pick in the 2012 NFL Draft.
Hailing from Alabama, Barron brings an intimidating factor to the backend of the Buccaneers defense that they haven?t seen since the days of John Lynch. And evidenced by the plethora of Crimson Tide defenders that were drafted in the early rounds this past April, you know that you?re getting a gamer when you select one of Nick Saban?s former students.
What really makes the 6?2??, 218-pound Barron dangerous are his phenomenal instincts, great size for a safety and knack for consistently making impact plays. Like a lion, Barron prowls the middle of the field for unsuspecting prey, picking off passes and punishing receivers who dare enter his zone. He?s one of the hardest-hitting safeties in the 2012 draft class, which he also uses to provide excellent run support.
Barron displayed some coverage issues in 2010, but put any concern to rest in 2011 when he had a bounce-back senior campaign for the Crimson Tide. Game in and game out, he made his presence felt in the secondary and helped Alabama remain near the top of the SEC food chain.
His speed isn?t the best, but Barron makes up for it with technique and excellent angles.
Throughout his college career, Barron amassed 229 total tackles, 12 interceptions, four sacks and one touchdown. The Buccaneers will get their money?s worth if they can get that type of production from Barron for the next several years.
On top of all of the physical tools that Barron brings to the table for the Buccaneers, it?ll be an invaluable asset for the rookie to spend at least his first season on the field playing aside veteran Ronde Barber. The former cornerback-turned-safety will provide Barron with an experienced mentor who can show him the ropes and help usher him into the NFL.
Apart from Barber, Barron will also be surrounded by a surplus of other talented defenders like Mason Foster, Gerald McCoy, Adrian Clayborn and Aqib Talib (when he?s not dealing with off-field issues). All of these gifted players should help lift Barron to the top of the NFL?s safety hierarchy.
With the newest wave of elite NFL safeties coming in and the old wave headed towards retirement, it?s a better time than ever for Barron to make his mark on the NFL. Luckily for the Buccaneers, he?s on their side. Not so luckily for the rest of the NFC South, he?ll be wreaking havoc on the other side of the ball for years to come.
Barron might just be a rookie, but he?s primed for a quick jump to the top tier of NFL safeties.

WELLINGTON, New Zealand (AP) ? Beloved New Zealand children's author Margaret Mahy has died.
She was 76.
Mahy was a prolific author, writing more than 120 books that were translated into 15 languages. Among her well-known works are "A Lion in the Meadow," "The Man Whose Mother Was a Pirate," and "Bubble Trouble."
She won the Carnegie Medal twice and in 2006 won the prestigious Hans Christian Andersen Award for her lifetime contribution to children's literature. She was one of 20 living people to hold her country's highest honor, the Order of New Zealand.
She died Monday after being diagnosed with cancer.

The source added that the cabinet had created a special bureau to take control of the decaying economy from the military -- one of the world's largest -- which under Kim's father was given pride of place in running the country.
The downfall of Vice Marshal Ri Yong-ho and his allies gives the untested new leader and his uncle Jang Song-thaek, who married into the Kim family dynasty and is widely seen as the real power behind the throne, the mandate to try to save the battered economy and prevent the secretive regime's collapse.
The source has correctly predicted events in the past, including North Korea's first nuclear test in 2006 days before it was conducted as well as the ascension of Jang.
The changes could herald the most significant reforms by the North in decades. Previous attempts at a more market driven economy have floundered, most recently a drastic currency redenomination in late 2009 which triggered outrage and is widely believed to have resulted in the execution of its chief proponent.
"Ri Yong-ho was the most ardent supporter of Kim Jong-il's 'military first' policy," the source told Reuters, referring to Kim Jong-un's late father who plunged the North deeper into isolation over its nuclear ambitions, abject poverty and political repression.
North Korean leader 'awarded' top military rank
The biggest problem was that he opposed the government taking over control of the economy from the military, the source said, requesting anonymity to avoid repercussions.
If the reforms do take root, North Korea would be the next Asian pariah state to open up after Myanmar, whose change last year to quasi-civilian government has suddenly started to bring it out from years of seclusion under harsh military rule.
North Korea's state news agency KCNA had cited illness for the surprise decision to relieve Ri of all his posts, including the powerful role of vice chairman of the ruling party's Central Military Commission, though in recent video footage he had appeared in good health.
Ri was very close to Kim Jong-il and had been a leading figure in the military. Ri's father fought against the Japanese alongside Kim Jong-il's late father Kim Il-sung, who founded North Korea and is still revered as its eternal president.

The revelation by the source was an indication of a power struggle in the secretive state in which Kim Jong-un and Jang look to have further consolidated political and military power.
Kim Jong-un was named Marshal of the republic this week in a move that adds to his glittering array of titles and cements his position following the death of his father in December. He already heads the Workers' Party of Korea and is first chairman of the National Defense Commission.
The North Korean Embassy in Beijing, reached by telephone, declined to comment.
Reforms
North Korea's cabinet has created a "political bureau" which will wrest power from the 1.2 million-strong military to run the economy which has been in shambles after a crippling famine in the 1990s, the source said.
"In the past, the cabinet was empty with no say in the economy. The military controlled the economy, but that will now change," the source said.
?Mystery woman? stirs talk of change in N. Korea
Kim Jong-un has set up an "economic reform group" in the ruling Workers' Party to look at agricultural and economic reforms, the source said, adding that North Korea will learn from its giant neighbor and solitary benefactor, China.
Beijing leaders are thought to have been pressing Pyongyang to do more to reform the economy, worried that a collapse of the North could send refugees streaming across its border and the loss of a strategic buffer to South Korea and the large contingent of U.S. troops which help protect it.
It was unclear who will head the cabinet's "political bureau" and the party's "economic reform group", but change was inevitable, the source said.
In sharp contrast to the austere, reclusive image of his father, state media have shown Kim Jong-un visiting fun fairs, speaking in public and applauding at a rock concert at the weekend.
Women appear to have been more freedoms, including wearing short skirts, although 200,000 people are in prison camps in the impoverished and isolated country.

The source dismissed speculation of any political fallout from the purge, saying: "Kim Jong-un and Jang Song-thaek are in control of the military."
Jang has long been seen as a proponent of reform of an economy which through mismanagement has entirely missed out on the fruits of dramatic growth of neighbors like China and South Korea.
His push for reform was widely seen as having triggered a period of exile but he was later rehabilitated and given the primary role of supporting Kim Jong-il's son when he was being groomed to eventually take over the leadership.
North Korea has yet to name Ri's replacement as head of the army, the source said.
It was unclear how many of Ri's men have been sacked, but the source said they have not been jailed. An assessment of the changes by the South Korean government seen by Reuters, said that some 20 top officials had been purged since Kim Jong-un began his ascent to power.

LONDON (AP) ? IOC President Jacques Rogge downplayed fears that wearing the wrong kind of logo on a T-shirt could cause a ticket holder to be denied entry to an Olympic venue.
Rogge said Saturday that no action would be taken against individuals if they wear clothing, for example, made by a competitor of official London Games sponsors.
He said the IOC and local organizing committee would not be heavy-handed after head organizer Sebastian Coe told a British radio station on Friday that a person probably would not be allowed into an Olympic venue wearing a Pepsi T-shirt because soft drink rival Coca-Cola was a main sponsor.
"Common sense would prevail," Rogge said, but warned that Olympic sponsors' rights would be protected and a "blatant" attempt at ambush marketing would result in intervention by the IOC and the local organizing committee.
"Our position is very clear. We have to protect the sponsors because otherwise there is no sponsorship and without sponsorship there is no games," Rogge said. "However, you have to be balanced and reasonable and I am sure that is going to be the case."
Rogge added that individual cases would not be pursued by the police.
"LOCOG will have a very, I will say, subtle approach," he said. "But if there is a blatant attempt at ambush marketing by another company or by a group of people with commercial views, then of course we will intervene."
FIFA acted at the World Cup in 2010 in South Africa after more than 30 women showed up at the Netherlands' opening match wearing orange mini-dresses emblazoned with the name of Dutch brewery Bavaria NV.
The brewery has made a habit of ambush marketing stunts at the World Cup.
Olympics organizers are similarly vigilant about protecting the rights of sponsors like McDonald's, Adidas, Cadbury and Coca-Cola, which pay as much as $100 million each to be official sponsors during each Olympic cycle.
The logos of competitors are banned from venues, and under a special Olympic law passed by the British Parliament, businesses can be barred from using words and phrases ? including "London 2012" or even gold, silver and bronze ? that suggest an Olympic association.
"Common sense will prevail and LOCOG will work with common sense," Rogge said.

WOLFEBORO, N.H. -- Mitt Romney embarks Tuesday on a six-day trip to England, Israel, and Poland, offering Americans a glimpse of how he might perform on the world stage if he?s elected president.?
The presumptive Republican nominee and former Massachusetts governor will meet with the leaders of all three countries, other government officials, opposition leaders, and at least one U.S. ambassador. He plans to attend the opening ceremony of the Olympics, visit sites of historical significance, and hold public events in at least two of the countries.
Aides say Romney does not view the trip as an opportunity to roll out any new policy proposals. "This trip is an opportunity for the governor to listen and learn, to visit countries that share common values, common interests, and I should say in many cases shared heritage with people here in the United States," Romney's policy director, Lanhee Chen, told reporters in a conference call previewing the trip.?
Romney does plan to lay out some of his foreign policy ideas in a speech to the Veterans of Foreign Wars annual conference in Reno, Nev. on Tuesday, before leaving for London.? While Romney is likely to highlight differences in his approach to international relations relative to Obama, he is expected to refrain from attacking Obama while traveling abroad.?
Romney will not stop at either of America's war zones, Iraq or Afghanistan, a decision the campaign says was made in part because of time constraints.? Romney did travel to Afghanistan in 2011 when he met with President Hamid Karzai and a range of U.S. officials, including General David Petraeus, who was then the Commander of the International Security Assistance Force.??
Here's a look at each stop on Romney's upcoming trip:
ENGLAND
Romney will attend the opening ceremonies of the London Olympics, and will try to watch a few of the sporting events as well.? Aides say Romney has been looking forward to this moment, pointing out his strong ties to the Olympic movement since he took over the struggling 2002 Salt Lake City games in 1999 and turned them into a success. Romney's wife, Ann, owns a horse that will compete in the dressage category of this year's Olympics, though Romney will not likely be able to attend that event.?
Romney will also meet with British leaders, including Prime Minister David Cameron, Chancellor of Exchequer George Osborne, foreign secretary William Hague, Labor Leader Ed Miliband and Deputy Prime Minister Nick Clegg.? He'll also meet with former Prime Minister Tony Blair and may try to fit in meetings with other world leaders who are in town for the Olympics, if schedules can be coordinated.?
Romney will also attend two fundraisers while in London with U.S. citizens who live abroad.? According to The Washington Post, the hosts of the fundraisers are largely lobbyists and executives from financial institutions, some of which are tied to the Libor rate-fixing scandal. The New York Times reported that 11 members of Parliament, upset that some Barclays bank executives were fundraising for Romney amid the scandal that has rocked their bank, signed a resolution calling on Barclays executives to stop political fundraising and ?concentrate entirely on repairing confidence and trust in the banking system instead.?
ISRAEL
Romney has been to Israel three times in the past, on a family visit in the late 1990s and, in 2007 and 2011, on fact-finding trips focused on security and economic issues.
On this trip, he?ll meet first with Daniel Shapiro, the U.S. Ambassador to Israel, who will give him a briefing.? Romney will also meet with Israeli officials including Prime Minister Benjamin Netanyahu and President Shimon Peres, and will also sit down with Palestinian Prime Minister Salam Fayyad. He has met them all on previous trips.
While aides say Romney will not specifically criticize the president's Middle East policy while he is in Israel, he will continue to make the case for standing with Israel - as he often does on the campaign trail.?? "America needs to stand by its allies, particularly allies that are under siege like Israel, particularly democratic allies who have such a shared history and shared values with America," Dan Senor, a special adviser on foreign policy, told reporters in previewing Romney's message.?
Romney will also have to walk a fine line should the topic of Syria arise.? The New York Times reported that American officials held talks with Israeli defense officials this week over the possibility that Israel might attack Syrian weapons facilities in a pre-emptive move to prevent Syrian President Bashar al-Assad from using them against his own people. According to the Times, U.S. officials worry that such an attack could give Assad a mobilizing tool.
POLAND
Romney?s final destination is Poland, where he will meet with the current leadership, including President Bronis?aw Komorowski, Prime Minister Donald Tusk, and Foreign Minister Rados?aw Sikorski.? Romney will also meet with Lech Walesa, the former Polish president and winner of the 1983 Nobel Peace Prize.? Walesa, who was president from 1990 to 1995 and oversaw Poland?s transition out of communism, was the one who invited Romney to visit his country.?
Ian Brzezinski, another Romney adviser, said the visit to Poland will highlight an important alliance that is ?rich in history? ?-- from Polish support for the American revolution all the way through Iraq and Afghanistan, where the country has sent troops to assist in the U.S.-led war efforts.? Romney will also point to country?s economic success, which he will say stems from free market principles and capitalism ? the themes he pushes on the campaign trail at home.
?This is a country that stands in sharp contrast economically to the rest of Europe where economies are dropping by about 5% or more,? Brzezinski told reporters.

WARSAW, Poland (AP) ? Poland plans to auction off part of a photographic collection that includes hundreds of photographs of Marilyn Monroe.
The collection includes close to 4,000 photographs taken by the late celebrity photographer Milton H. Greene. Some are well-known images, but Polish officials say they believe the collection might contain some previously unpublished works.
The photos ended up in Poland's possession as the result of a complex embezzlement scandal that shook the country in the early 1990s. A Chicago businessman accused of cheating Poland out of millions of dollars gave the collection to Poland in partial repayment for the government's loss.
They have been stored in a New York warehouse for years and only arrived in Warsaw recently.
The Polish official in charge of cleaning up the lingering mess from the corruption affair, Marta Maciazek, said the photographic collection is valued at $680,000. She said some of the photos will go on exhibition soon and then will be put up for sale.
The collection includes some famous images of Monroe, including one of her wrapped in a white fur coat against a white background. Several are numbered prints in a series of about 55 copies, meaning they are not unique, but still could have some value for collectors.
The photos arrived in two large wooden crates from New York recently and are being held in a darkened room of the photo gallery where they will be exhibited to the public next month. They are further divided into boxes, many of them labeled "MM" for Marilyn Monroe and with other brief descriptors, including "pulling off stocking" and "legs spread ? hat in lap."
One of the exhibition curators, Anna Wolska, showed the pictures to Associated Press journalists on Friday as she prepares the show, which is to open August 6 ? one day after the 50th anniversary of Monroe's death ? and will run through September 7.
The collection also includes photographs of Cary Grant, Frank Sinatra, Audrey Hepburn, Liza Minnelli, Marlene Dietrich, Paul Newman, Alfred Hitchcock and Marlon Brando.

With the deadly shooting in Aurora, Colo., inside a packed movie theater showing "The Dark Knight Rises," questions are being raised as to whether there is any connection between the killings and the movie's plot and the character of Batman.
In "The Dark Knight Rises," a masked villain leads a murderous crew into a packed football stadium and wages an attack involving guns and explosives. It's just one of the more haunting scenes in what was one of the most anticipated movies of the summer, if not the year.
It's unclear whether the shooter's motives had any specific link to "The Dark Knight Rises." The shooting happened at 12:30, not far into the midnight screening that marked the film's opening day.
Violent attacks on the public by villains are key components of most superhero movies, including "The Avengers" and "The Amazing Spider-man," both in theaters now. By Hollywood standards, the Batman movies are more grim than bloody.
But there are general parallels to the Colorado shooting, "The Dark Knight" and the comic book character:
? Bruce Wayne's drive to become Batman arose from witnessing the deaths of his parents, Thomas and Martha Wayne, at the hands of small-time criminal Joe Chill, who shot and killed them after they had left a movie theater.
? The Batman video game called "Arkham City" takes place in an abandoned movie theatre (The Monarch, outside of which Bruce Wayne's parents were killed).
? In the third issue of DC Comics' "Batman: The Dark Knight," a gritty retooling of the Batman character that was written by Frank Miller in the 1980s, the Joker kills an entire late-night TV audience with gas.
? In the same book, a man starts shooting up a porn theater after getting fired from his job.
? "The Dark Knight Rises" features at least two scenes where unsuspecting people are attacked in a public venue: the stock exchange and a football stadium.

5 pounds of fresh spinach (or mix of spinach and other leafy greens)
1 bunch of fresh dill, finely chopped
1 bunch of fresh parsley, finely chopped
8 spring onions, finely chopped
1 bunch of ?leek leaves finely chopped
3/4 cup of olive oil
1 pound package of phyllo pastry sheets (approx. 24 sheets)
sea salt
freshly ground pepper
Preparation:
Wash the spinach (and other greens, if using) well in cold water, removing roots and damaged leaves. Chop coarsely and place in a colander. Salt lightly and let drain for 10 minutes. Press or squeeze to remove all excess liquid.
In a large pan, combine spinach (and greens), dill, parsley, onions, leeks, pepper, and half the oil, and cook until ingredients are well blended.
To replace the cheese, I made a tofu filling with fresh tofu(drained and crumbled in a large pot), nutritional yeast, lemon juice, garlic, oregano, walnuts, and a little nutmeg. Then combine the tofu mixture with the sauteed spinach.
Preheat the oven to 350?F (175?C).
Brush the pan with oil (it can be round, square, or rectangular). Lay about 6 phyllo sheets on the bottom, brushing each one lightly with olive oil.
Spoon in the spinach mixture and spread evenly. ?
Lay 6 more phyllo sheets on top, brushing each with oil.?
Add one more layer of the spinach tofu mixture (forgot to take a photo of this step...oops).
Oil the top layer.
Score the top into serving-size squares.
Bake at 350?F (175?C) for 1 hour on the rack just below the middle of the oven. When done, remove from the oven and allow to cool 1/2 hour before serving.

WASHINGTON ? The Institute of Medicine recommended Friday that troops returning from Iraq and Afghanistan undergo annual screening for post-traumatic stress disorder and that federal agencies conduct more research to determine how well the various treatments for PTSD are working.
Of the 2.6 million service members deployed to Iraq and Afghanistan, it?s estimated that 13 percent to 20 percent have PTSD symptoms.
Federal agencies have increasingly dedicated more resources to screen and treat service members, but considerable gaps remain, according to the institute, an independent group of experts that advises the federal government on medical issues. Its recommendations often make their way into laws drafted by Congress and policies implemented by federal agencies.
The Department of Defense provides medical care to active members of the military, and the Department of Veterans Affairs cares for those who no longer serve. Sandro Galea, chairman of the IOM panel, said both departments offer many programs for PTSD.
?But treatment isn?t reaching everyone who needs it, and the departments aren?t tracking which treatments are being used or evaluating how well they work in the long term,? said Galea, a professor and chair of the epidemiology department at Columbia University. ?In addition, DOD has no information on the effectiveness of its programs to prevent PTSD.?
In June, the Dayton Daily News found that 14 mental health positions were being added to VA Medical Centers throughout the state, including two in Dayton.
The Department of Veterans Affairs has promised to accelerate hiring of an additional 1,900 mental health staffers nationwide to handle the increasing demand for services from veterans. Most will be hired within six months, with the remainder by the end of March 2013.
In statements to the Dayton Daily News, the VA and the Defense Department said they have made progress on treating service members and veterans for PTSD.
?VA will further review the report and continue to take actions to improve care for veterans with PTSD and other mental health issues,? the VA said in a statement. ?VA provides routine screening for PTSD to all veterans, and 476,515 veterans with PTSD received treatment in VA medical centers and clinics? in 2011.
The Defense Department, which said it works closely with the VA on the issue, ?recognizes the need for continued improvements, is already taking practical steps to address these issues, and will continue to review the report and take further action to address these recommendations? in compliance with a congressional mandate to improve services by January, according to spokeswoman Cynthia O. Smith.
Barely more than half of those diagnosed with PTSD actually get treatment, often because service members worry it could jeopardize their careers. Also, when they do get care, they?re not tracked to determine which treatments are successful in the long term. The report said the VA treated more than 438,000 veterans for PTSD in 2010, showing evidence of the widespread scope of the problem.
The report concludes only the first phase of the Institute of Medicine study. The panel hopes to release a second report in 2014 that will give more specifics about the number of service members and vets who have PTSD and the outcomes and costs of their treatments.
In a recent speech to mental health providers, Defense Secretary Leon Panetta said commanding officers must make it understood that seeking help for the stresses of war should be seen as a sign of strength rather than as a sign of weakness.
PTSD is triggered by a traumatic event, such as being in combat or witnessing death. The symptoms of the illness include a numbing of emotions, difficulty concentrating and exaggerated startled responses to events.
The panel praised the two departments for issuing joint guidelines for managing PTSD, but it?s unknown if their providers adhere to the guidelines. The panel said that primary-care doctors within the VA screen Iraq and Afghanistan veterans annually for symptoms of PTSD, and it recommends that the Defense Department do the same.
